What you've described is called "lobbying" in the United States. In Africa it's called corruption.

Some of us called this quite a while ago; I reported on it back in December 2007 (see http://sstrumello.blogspot.com/2007/12/big-pharma-reading-political-tea-leaves.html for details). I agree with the other commenter; in most other countries, this is called corruption, in the U.S., we call it legal influence.
